Their service delivery success comes from outsourcing these services privately, and paying millions of ratepayer's money to do so, because they can't get paid Municipal workers, to get off their asses!
It's quietly hidden in Lewis' budget under Outsourcing, which has ballooned to millions of rand, by a 400 % increase over 3 years!
