A big reason why so many buildings in Egypt are unfinished and look like their permanently under construction is because of a tax law

There is a property tax law that says buildings still under construction are exempt from taxes

So everyone lives in buildings that are technically “under construction” but will never be finished to avoid paying property taxes

There was a 2008 law that tried to close the loophole by taxing finished and occupied unfinished units but implementation got delayed so it was never enforced

I verified official Egyptian tax authority material still lists ‘buildings under construction (incomplete and uninhabited) as non-taxable in explanations of the rules’

So all these buildings will always look horrible because nobody wants to pay property taxes
