Additionally, the policies prohibit new and expanded transloading facilities – like pipes, pumps and loading racks – unless a project is associated with an existing replacement storage tank, accommodating safe tank capacity transfer approved from a fuel storage tank transfer review or built exclusively for aviation fuels after completing a discretionary land use review.

Portland City Council is expected to vote on legislation this fall that could result in a 20% storage capacity reduction at a vital bulk fuel supply hub in Portland, Ore., by 2036, with potential ramifications to be felt throughout the state. #fuel#gasoline#diesel#biofuel #renewablediesel #SAF #renewablefuel #OOTT #OOAT
Proposed policies, submitted to Portland City Council in March prohibit new fuel terminals, reduce in-service fuel tank capacity for renewable and fossil fuels and direct a potential limitation on storing non-petroleum hazardous substances in the hub.
1. D4 RIN prices have been setting all-time highs on an almost daily basis recently. Yesterday (5/27/2026), 2026 vintage D4s hit a price of $2.26 per gallon. The main reason that D4 RIN prices are so high is the sheer magnitude of 2026 and 2027 biomass-based diesel RVOs finalized by the EPA at the end of March. What may be less well understood is that D4 prices would have been even higher if not for the Iran conflict.
It also extends the SAF tax credit program by five years, which now runs through Dec. 31, 2035, instead of ending in 2030, and increases the tax credit by 2cts/gal for each additional percentage of CI reduction beyond 50%, up to 50cts/gal, but capped at $2/gal.

India is showing a commitment to higher #ethanol blends following the recent publication of new standard specifications of up to 30% ethanol blended in gasoline by the Bureau of Indian Standards, according to a social media post by the All India Distillers' Association on Tuesday.
The new standard, IS 19850:2026, contains specifications for E22, E25, E27 and E30 blends.
While the government has not released any roadmap for higher blends beyond the current E20 mandate, the release of the new standard is a signal that India views higher ethanol blends as a means to reduce crude oil dependence and carbon emissions. #biofuel #renewablefuel #OOTT #OOAT

A new draft plan from the California Energy Commission (CEC) outlines a managed decline of fossil fuel use and growth in low-carbon alternatives like #renewablediesel, #biodiesel, #ethanol (#E15), and sustainable aviation fuel (#SAF), highlighting a near 20% reduction in carbon intensity of fuels driven by the Low-Carbon Fuel Standard (#LCFS).
The draft Transportation Fuels Transition Plan, released May 1, serves as a potential roadmap to navigate California’s rapidly declining in-state refinery capacity against the slow pace of transportation sector #decarbonization. #biofuel #renewablefuel #OOTT #OOAT

Iowa Gov. Kim Reynolds on Thursday temporarily suspended hours-of-service (HOS) restrictions for drivers delivering transportation fuels in a bid to ease the state's strained fuel supply due to refinery and terminal maintenance and high agricultural demand.
Reynolds wrote in her disaster emergency proclamation that the HOS suspension applies to drivers transporting diesel, gasoline or gasoline blends, #ethanol and #biodiesel into or within Iowa.
The suspension will continue for 14 days and expire on May 28 unless terminated or extended prior to that date, she wrote. #biofuel #renewablefuel #OOTT #OOAT
