That means a Chinese birth tourist can come to the United States, have a child, return to Beijing, and never set foot on American soil again. Yet that child receives American citizenship, a Social Security number, access to American benefits, and, at age 18, CAN MAIL IN A BALLOT TO VOTE IN AMERICAN ELECTIONS FROM BEIJING.
