Here is why Cox $9.95 doesn’t fix broadband access for low $:
1. It’s national program. It’s hard to get it, lots of paoer work, almost Impossible for Spanish speaker families.

2. Doesn’t fix budget hotel, old apt complexes w no wiring.

3. Many families don’t have $10 now.
