Rwanda has consistently maintained that the long-term deployment of our security forces in joint counterterrorism operations in Mozambique requires a sustainable financing framework. Having so far shouldered the bulk of the financial burden of these operations, a transition to more equitable funding is a strategic necessity.
This common-sense position is a matter of public record and is unrelated to news reports from anonymous sources to @LeMonde’s @Phjacque in Brussels, where opposition to Rwanda's security cooperation with Mozambique has never been quiet, or from @WSJ’s @NicholasBariyo’s baseless speculations and unethical reporting.
Bariyo – it is also a matter of public record that a Rwandan delegation was in Washington DC in March for scheduled meetings at the State Department in the context of the ongoing Washington Peace Agreement, a statement was issued after these meetings. No comments of the sort you mention, in one of several hallucinations you report, were uttered by our ambassador to the U.S.
Rwanda has not and will not seek additional funds from the European Peace Facility, that is a matter for Mozambique. Rwanda's deployment requires sustainable financing, and it is up to the host government and its partners with major investments in Cabo Delgado to provide for that, as it has always been. Otherwise, Rwanda is satisfied to have been able to contribute together with our Mozambican allies in defeating the terrorists, securing the residents of Cabo Delgado and allowing for investments to roll out.
Both the @WSJ and @LeMonde also get the numbers wrong. Current personnel numbers stand at over 6,300—significantly higher than the initial 2,000 deployed in 2021. This increase was a direct response to the expanded scope of operations and the necessity of filling the security vacuum left by the withdrawal of the SADC Mission in Mozambique (SAMIM) in 2024.
The bottom line is: ISIS attacks mainly victimized Mozambican civilians, and they have been the biggest beneficiaries of the joint security mission, having returned to their homes and resumed their lives. The gas investments benefit European and global energy security/interests, not Rwanda's – Rwandan forces are present in Cabo Delgado in response to the request of the Government of Mozambique for support.
I stepped outside and challenged myself to stare at the sun. Honestly, I couldn’t do it, it was too bright. I couldn’t even keep my eyes fully open. It was just too bright!
Then a thought hit my heart:
“If the sun is this bright, and it’s millions of miles away, how bright is the One who created it?”
At that point I just humbled myself immediately. Because clearly, if I can’t handle the sun, how do I want to handle God? No wonder the Bible says in 1 Timothy 6:16 that God dwells in unapproachable light, whom no man has seen or can see. It makes perfect sense now!
And then you remember Moses, after just a partial encounter with God’s glory, his face shone so brightly for days. The Israelites were like, “Sir… please cover that thing.” 😭 He literally had to wear a veil because the brightness was too much for them.
So imagine the full glory of God… ah! No human being can stand that. Not even for one second.
That’s why it’s so deep that God chose to come in a way we could handle. He didn’t show up in full blazing glory; instead, He came in human form through Jesus, so we could actually look at Him, talk to Him, and relate with Him without fainting on the spot.
Jesus is the visible image of the invisible God, the version of God our eyes can handle without going blind.
Honestly… what a marvelous, wise, and loving God. 🙌

Back then, when he was still fighting for our human rights (which no one else cared about), he defeated the Habyarimana army, the French, and Zaire. He achieved this by utilizing contributions from Rwandan refugees worldwide and capturing weapons from the government.
At that time, he wasn’t fighting to become president; he was fighting to ensure the next day and bring back home our parents who had been told Rwanda was like a glass full of water, meaning there was no space for them. Later, the RPF single-handedly stopped the genocide against the Tutsi without the assistance of a single country. Rwanda was left alone!
When asked if they could jam the RTLM radio that was inciting people to kill and directing them to the houses of Tutsi, Americans responded that the cost of jamming the radio was higher than sending aid once the genocide was over. Inkotanyi shut down RTLM in their own way and liberated Rwanda on July 4th, 1994.
France, which had supported Habyarimana throughout, proposed the idea of a so-called humanitarian corridor to save the genocidaires! This was called Zone Turquoise! This is the very reason why we still have FDLR in the Congo! They continued to rearm and train them to return and complete what they had begun.
When Rwanda asserts today that FDLR is an existential threat, it’s not a joke. These individuals have trained Congolese to think like them; FDLR is not just a group of old soldiers; it’s an ideology! Remember, they have also trained their children.
One thing the world doesn’t know is that no Rwandan can ever accept to return to where we came from. Every young Rwandan, like me, understands that it’s our responsibility to safeguard what has been achieved.
We have no saviors; we rely on no one when it comes to security! We don’t blame; we don’t shift responsibility! All we do is protecting our country in the best way we know and with the limited resources we have, faithfully and efficiently.
