These new rankings are largely based on outcomes; essentially WSJ is trying to gauge/rank where best your dollars invested in a college education are likely to pay off the most. They do make adjustments for demographic/socio-economic and other factor. Student satisfaction and diversity scores also weighted.
Schools with very low tuition/fees seem to do very well in these rankings
