Principal Secretary, Dr. Belio Kipsang, today appeared before the Senate Standing Committee on National Cohesion, Equal Opportunity and Regional Integration on behalf of the Cabinet Secretary for Interior and National Administration. He was accompanied by Ms Evelyn Cheluget, Director General, Immigration Services; Amb. Isaac Ochieng, Director General, eCitizen Services and Mr. Gilbert Kitiyo, Secretary National Registration Bureau.
The Committee considered responses to statements regarding the recognition of the Wagazinja Community in Mombasa County and measures aimed at enhancing access to opportunities, improving the quality of life, and advancing the socio-economic status of the Daasanach Community in Marsabit County.
The Principal Secretary assured the Committee that upon submission of a formal petition through the appropriate channels, the Ministry will facilitate consideration of the request for recognition in line with established legal and administrative procedures.
Every document opens a door to opportunity, and today, those opportunities are being brought closer to the people of Bungoma County.
The ongoing Mobile Registration Exercise is currently serving residents in Kimaeti Subcounty (Kimaeti Division, Kimaeti Location) and Bumula Subcounty (Bumula Division, Bumula Location), making it easier for eligible citizens to access essential registration services without travelling long distances.

Busia, Bungoma and Uasin Gishu Counties have officially joined the growing list of counties benefiting from the Usajili Mashinani Initiative (Mobile Registration Exercise), bringing the total number of counties successfully covered to 20 so far. The ongoing exercise marks another significant milestone in the Government's commitment to ensuring that no eligible Kenyan is left behind in accessing essential registration and documentation services.
Today, in Bungoma County, our registration officers @Sajili_IDKe are serving wananchi at mobile registration centres across Bungoma South Sub-County, including East Bukusu Division – East Bukusu Location and Kanduyi Division – Township Location. Residents have continued to turn up in large numbers to access vital registration services within their communities, demonstrating the positive impact of the Usajili Mashinani Initiative in promoting accessibility, convenience and inclusive service delivery at the grassroots level.
The initiative is running concurrently across all wards in Busia, Bungoma and Uasin Gishu Counties, and citizens are encouraged to take advantage of the ongoing exercise to obtain essential registration services. By taking these services directly to the people, the Government is making it easier for wananchi to access legal identification documents while benefiting from the opportunities that come with them.
Plans are underway to progressively expand the Usajili Mashinani Initiative to the remaining counties, as all 47 counties will be covered under the nationwide mobile registration exercise, reinforcing the Government's commitment to inclusive, citizen-centred service delivery while ensuring that registration services are accessible to every eligible Kenyan.

The 10-day Mobile Registration Exercise officially came to a successful close today at Kipchimchim Location, Ainamoi Division, Kericho East Sub-County. The exercise was conducted concurrently across Nandi, Kericho, Bomet, Laikipia, and Tharaka-Nithi counties, bringing essential registration services closer to wananchi.
During the exercise, residents accessed services including first-time National Identity Card registration, replacement of lost or damaged IDs, amendment of registration details, birth registration services, as well as guidance on various registration and civil registration matters.
The successful completion of this phase marks a significant milestone, with the mobile registration exercise now having been conducted in 17 counties across the country. Plans are underway to extend the initiative to the remaining counties, reaffirming the Government's commitment to enhancing access to registration services and ensuring every eligible Kenyan is reached.

The mobile registration exercise was conducted alongside the celebrations at Chelilis Primary School, bringing essential services closer to the wananchi.

The exercise attracted a significant number of residents who sought various registration services, further demonstrating the importance of taking Government services directly to the people.

Through mobile registration programmes, service delivery continues to be decentralized, enabling more citizens to access critical Government services that support their social and economic empowerment.

Dr. Eric Kipkoech Mutai, alongside Senior County Government Officials who joined residents in commemorating Madaraka Day and witnessing the continued delivery of registration services to the community. Principal Secretary Dr. Belio Kipsang today accompanied the Head of Public Service, Mr. Felix Kosgei, at the Interdenominational Prayer Day for the 2026 KCSE candidates drawn from schools in Chemelil, Chemase, and the neighbouring Nyanza Zone. The event was hosted at Kapsigilai Girls Senior School in Tinderet, Nandi County.

The Chief of Staff of the International Organization for Migration (IOM), Mr. Abdiker Mohamed, today paid a courtesy call on the Principal Secretary, Dr. Belio Kipsang, to discuss the outcomes of the Second International Migration Review Forum (IMRF) 2026 and strengthen collaboration on migration governance.
Mr. Mohamed commended Kenya’s leadership in migration management, citing its progressive policies, commitment to refugee hosting, implementation of the Shirika Plan, and strong partnership with IOM. Discussions highlighted the need for robust frameworks to regulate labour migration, protect Kenyan workers abroad, and promote fair labour standards and stronger safeguards for migrant workers across the East African region.
Dr. Kipsang reaffirmed Kenya’s commitment to regional and global migration initiatives, emphasizing the importance of integrated migration data systems to improve coordination, support evidence-based policymaking, and enhance migration management.
Director General for Immigration and Citizen Services, Madam Evelyn Cheluget, alongside officers from NCM, briefed the meeting on the Global Compact for Migration review process and the adoption of the IMRF 2026 Progress Declaration, which reaffirmed global commitments to safe, orderly, and regular migration.
Mr. Mohamed was accompanied by IOM Head of Mission Ms. Namayugu and Programme Officer Mr. Ethan Way. The meeting reaffirmed the shared commitment between Kenya and IOM to advance effective migration governance, protect migrant rights, and maximize the developmental benefits of migration.

The leaders commended the Ministry for bringing services closer to wananchi in remote and underserved areas, an initiative that enabled more than 20,000 eligiblen residents to register. West Pokot’s vast geographical coverage, scattered settlements and pastoralist lifestyle continue to hinder access to government services, underscoring the importance of mobile outreach programmes in reaching migratory communities and ensuring eligible citizens obtain national identification documents.
Dr. Kipsang reaffirmed the Government’s commitment to inclusive and equitable service delivery, emphasizing that no Kenyan should be left behind in accessing national identification documents. He noted that targeted mobile registration programmes are being rolled out across marginalized, border and hard-to-reach areas. Recent exercises have been successfully conducted in Kwale, Taita Taveta, Nakuru, Turkana, West Pokot, Elgeyo Marakwet, Marsabit, Isiolo, Samburu, Kajiado and Narok counties, while ongoing registration drives are underway in Laikipia, Tharaka Nithi, Nandi, Kericho and Bomet counties.
The engagement highlighted the Government’s sustained efforts to ensure that every eligible Kenyan is registered, documented and empowered to fully participate in the country’s social, economic and civic development.
