We follow a case study of Zara* who, like many in the private rented sector, has had her rent increased every year for the last 4 years. Zara’s local housing allowance no longer covers her rent costs and she is forced to bridge the gap herself placing her in financial difficulty.
Our new insights show that this year we have helped almost 29,000 people in Wales with an issue related to housing affordability.

Our data shows that average rent costs for our debt clients have risen by 22% since the start of 2019. Private tenants in particular are having to pay significantly more in rent than other renters.

This can have serious consequences, including court summons and bailiff visits - it’s vital that the Welsh Government and local authorities continue to develop more affordable, fair and sustainable routes out of debt for people in arrears.

Our data shows that the people we see for advice on arrears are struggling to make ends meet.
More than half (53%) of the people who came to us for advice on council tax arrears this year have a negative budget, making it harder to get back on track.

Mae prisiau ynni uchel yn parhau i roi pwysau ar gyllidebau cartrefi. Yng Nghymru, dywed 3 o bob 5 (59%) aelwydydd fod y cap ar brisiau newydd (£1,717 o fis Hydref) yn eu gadael yn poeni am fforddio ynni’r gaeaf hwn.
We’ve also seen more than 2,350 prepayment meter users struggling to top up since January including Anna, who came to Citizens Advice as she was struggling to keep up with higher energy and food costs whilst her children were at home over the school holidays.
This month, our data insights dashboard spotlights energy debt. We continue to see record numbers of people with energy debt - who on average are paying 68% more on their electricity and 58% more on their gas than in 2020.

High energy prices continue to strain household budgets. In Wales, 3 in 5 (59%) households say the new price cap (£1,717 from October) leaves them worried about affording energy this winter.
