Chasing in IL today is not for the faint of heart, or for new chasers, imo. Parameter space reminds me of 6/22/15 and 6/22/16, both of which featured numerous tornadoes that were so astronomically HP that you had to be inside the bear's cage to see them. Good luck out there!
People don't listen. We can give advice to new chasers all day everyday and no one listens. If you're new, keep your distance! You have to learn the ropes and gain experience before you try playing in the bears cage. Following other chasers only causes more issues.
Everyone wants to know how to resolve the issues. The answer is we can't. You can't ban chasing, you can't ban out of state travlers. Law enforcement can and should hammer down on reckless drivers. The sad unfortunate truth is that mother nature will be the one to lay down the law one of these days. It will be all fun and games until you're stuck in a line of traffic because the one person leading the pack has no idea what they are doing and a violent tornado enters the chat. I think too many people forget the fact that tornadoes can and will kill you. Respect the storm!
There is no shame in viewing a tornado from a distance. Just because one person gets close, doesn't mean you need to do the same. None of us went out and zero metered our first tornado! It takes time to learn storm behavior and the tons of scenarios that can be thrown at you.
