He is declaring a state of emergency. He will call on FEMA to provide advance assistance with logistics, operations, planning, and finance (basically a preemptive implementation of the ICS system). FEMA will decline as a “reactionary” organization not a preemptive organization. Newsom will then tell the country that President Trump is setting California up for economic and physical disaster by not providing advance aid for an impending El Niño, but the states Emergency Operations Command won’t put in requests for disaster preparedness through the existing FEMA grant system, which is the actual reason for denial. But the average voter won’t understand that as the FEMA process isn’t widely known amongst the general public.
