JUBBALAND IS NOT A KENYAN PROXY.

Kenyan troops are there partly to prevent Ethiopian troops & influence from dominating the region.

Jubaland fostered ties with Kenya, giving Ogaden Somalis greater political & economic power while Kenya itself lacks the leverage to control or exploit Jubbaland.
