Infinity War Steve: A soldier who never left the war and was very serious.
Doomsday Steve: Looks like a unserious civilian being pulled back into a fight rather than a soldier returning to one.
Three possibilites right now:
1. He is a variant a different Steve from a different timeline who never fought those battles. Which would explain why Thor doesn't immediately recognise him.
2. He lived peacefully with Peggy for years and it shows.
3. He could be our Steve but might be manipulated by the Doom
Marvel deliberately made him look different to hide something about his role in the film.
