The “let 2 or 3 speak” is about a gathering, or instance recommendation. This is like me saying, “Hey, team, this weekend, we aren’t going to do 6 hours or prophesy — but instead, some Worship and teaching also”. This is a LARGE contextual apparent trend in Paul’s writings; that Paul is trying to help others avoid unhealthy, extreme, or senseless gatherings. “Let’s have only 2 ushered this weekend”, doesn’t mean other people can’t be ushers. In others words, Paul is helping put a frame around the same healthy things any healthy charismatic Church does.
