Yet Minnesota still had him licensed as the director responsible for group homes caring for vulnerable adults.

State investigators found neglect in 10 cases tied to Dukuly-linked homes. Some involved resident deaths.

Then a reporter called.

Days later, he removed himself as director from two facilities.

He has not been charged with fraud, but that almost makes the bigger question worse:

How does Minnesota keep sending millions of dollars into programs where glaring red flags aren’t caught until journalists or federal investigators show up?

The 35 states are determined to avoid that at all costs.

Look for furious attempts to file lawsuits and/or attempts to get federal judges to BLOCK or ISSUE INJUNCTIONS trying to prevent the Census Bureau and the DOJ Civ Rights Div from comparing any more voter records with citizenship records.
