If they are self employed and own the business, then NO. Cut a win/win price with that professional and gladly pay them what the deal is worth. OTOH, if they are working for an agency and have done you a great job 'over and above', then tip away. OTOH tipping mediocrity only becomes more mediocrity that's now expectant and entitled. Don't do it.
