Even though birthrates are currently LOW across China, they are still forcefully sterilizing a specific ethnic minority (Uyghurs). Motivation necessarily must be different than the OCP.

The given reason for the OCP for the Han (socioeconomic) is different than for the Uyghurs. Humans rights violations absolutely occurred though with the OCP

If I found a specific area in a country with an ethnic group (not the only area), and I imposed forceful measures explicitly meant to prevent births so that the population doesn't rise above a certain number, genocide can be adequately argued.

Maybe it's the case that most of the time, genocides are not done via sterilization, but that's not relevant.
