The legislation exempts Proposition 4 programs from the APA's duplicative requirements, ensuring that vital environmental funds can be distributed rapidly rather than getting stalled in paperwork. To guarantee immediate impact, AB 35 includes an urgency clause, allowing the bill to take effect as soon as it receives the Governor's signature.
