ANC veteran and former Robben Island prisoner of 14 years, Paul Langa is facing intense scrutiny over how he ate more than R1 billion through his security company for services apparently rendered to the Passenger Rail Agency of South Africa (PRASA).

According to an exposé by Sipho Masondo, PRASA bypassed standard tender procedures by utilising an existing Airports Company South Africa (ACSA) panel of accredited service providers that included Langa's firm, Reshebile Aviation and Protection Services (RAPS).

National Treasury has expressed severe dissatisfaction with this "short cut" arrangement of using ACSA accredited service providers, instead of a separate entity PRASA embarking on its own Tender process.

Crucially, after RAPS was liquidated, PRASA continued sourcing security services from Langa's newly introduced firm with a different registration number from RAPS, called Reshebile Aviation Solutions (RAS), sparking widespread compliance and legality concerns.
