Cutting spending sounds simple, but the hard part is deciding what actually stays and what goes. A serious budget plan has to separate waste from programs people depend on, while also putting limits on how fast Washington can keep growing. Six cents on every dollar is a clear rule, which makes the debate much easier to understand.
