As I can think of no reason why a person suspected of terrorism can't be arrested and tried, I think he must be referring here to issues with deporting foreigners convicted of terrorism offences after their release at the end of their sentences.
We do not kill or torture our own home grown convicted terrorists on their release from their sentences. So sending a foreigner to a place where there is significant risk this will happen is indeed contrary to the ECHR and may therefore be impossible. It is a question of what standards of behaviour you should expect from a civilised state.

When Labour introduced Winter Fuel Payment in 1997, pensioners were more likely to be in poverty than working age people. Since then pensioner incomes have risen faster than those in work & the situation has reversed. The gap is projected to widen further still.

@dave43law Pensioners are not a homogeneous group. Not all are reliant on the state pension, many don’t need a winter heating uplift. This has become a lightning rod issue. It’s an inefficient way of topping up those in pension poverty.
