There's something about being forced to snow shovel that feels too authoritarian by the state:

- mandatory
- unpaid
- time-sensitive
- enforcement is complaint-based

If it’s truly a civic duty, frame it that way, or have municipal services handle it in dense areas.

NYC snow clearing rules:

The city does not clear:
>Sidewalks in front of homes or businesses
>Alleys
>Snow blocking sidewalks, driveways or cars (even from plows)

Owners MUST:
>Shovel a 4 foot-wide path
>Clear corner ramps & crosswalks
>Shovel bus stops & fire hydrants
>Add salt or sand if icy
**DO NOT** shovel snow into the street

Deadlines to clear snow:
Snow ends 7a–5p/within 4 hours
Snow ends 5p-9p/within 14 hours
Snow ends 9p–7a→by 11a

Failure to clear sidewalks can result in fines from $100–$150 for the first offense ... up to $350 for subsequent offenses
