Look at this video from @sengoba which is likely to be of the event.

You will see that all motorists are using lights. This suggests that visibility was still low at the time. Any one who has driven on this road knows that blinding fog is common here.

Then, how can a whole institution look at this and decide to accuse the bus driver of disregarding instructions by a person waving? Just waving.

How effective is the waving at night, and during periods of low visibility?

This was a bus. Do they consider that a bus driver, even if he sees a person waving, may perceive them as a traveler looking for a vehicle? This suggests that a driver in a non-public transport vehicle may decide not to stop in the first instance.

Some one should take responsibility for this, and it cannot be the bus driver.

I wish Ugandans can pick interest in this event and make it a guinea pig of efforts to end intentional murdering and crippling of Ugandans on roads.
