Do it by Convention of the States! If 2/3 of the states pass their support in their legislature, then we will be able to convene and pass a constitutional amendment with term limits, no insider trading, no special health benefits and make all laws apply to congress with a 2 fold penalty. And furthermore all DC Federal district courts could be replaced with a panel of Judges from each state or a full panel of district court judges. We could enact anything we want!
