SENATE BACK TO WORK FOR THE FILIPINO PEOPLE

We express our deep appreciation and commend the courageous decision of Senator Francis “Chiz” Escudero to take the floor today and confront the issues facing the institution. His action sent a clear message: that his commitment to the country, to the Senate, and to the Constitution would prevail above all else.

His presence enabled the Senate to proceed with the discussion of matters that are too important to be left unresolved and too consequential to be set aside.

On the issue of quorum, this is not an uncharted matter. The Supreme Court, in Avelino v. Cuenco, recognized the principle that a quorum of 12 is determined based on the number of members who are legally able to discharge the functions of the Senate.

There is likewise an institutional precedent. In 2015, the Senate recognized a quorum of 12 senators who were within its jurisdiction. The Senate continued to perform its constitutional duties because the work of government could not be placed on hold.

At a time when the nation faces pressing challenges, the Filipino people expect their Senate to work, deliberate, and fulfill its constitutional mandate. The institution cannot remain stalled by disagreements or uncertainty. Our duty is clear: to legislate, provide oversight, and serve the public interest.

The Filipino people deserve a Senate that shows up, does its job, and places public service above politics.

It is time for the Senate to move forward and get back to work for the Filipino people.

"It's Showtime" host Vice Ganda emphasized the primary role of legislators in the "QUIZ BEE" segment of the noontime show on Tuesday, March 4, reminding viewers that lawmakers are meant to create laws, not distribute aid.

"Legislative—'yan 'yung branch ng Kongreso at saka ng Senado, 'di ba? Ang trabaho talaga nila ay gumawa ng batas. Kaya ang dapat na iboboto natin sa Kongreso at Senado ay 'yung gagawa ng batas, 'yung may alam na gawing batas, at may planong gumawa ng batas," Vice Ganda said.

Vice Ganda stressed that Congress and the Senate exist for law-making, not for financial assistance.

"Ang Kongreso at Senado, ang ginagawa po niyan talaga ay gumagawa ng batas—hindi nagbibigay ng ayuda, okay? 'Di ba? 'Yun talaga ang pangunahin nila—law-making. Kaya dapat, gagawa sila ng batas, hindi mamimigay sila ng pera. Law-making po ito, ha?" Vice Ganda added.

Mariing tinututulan ng Partido Liberal ang naging deklarasyon ni dating Presidential Spokesperson Harry Roque matapos magbitiw ni VP Sara Duterte sa kanyang posisyon sa gabinete. Aniya, sa pagkalusaw ng Uniteam, si VP Sara na raw ang leader ng oposisyon.

Ang tunay na oposisyon, may pundasyon ng accountability, transparency, at pagmamalasakit sa mamamayan–mga bagay na hindi makikita sa track record ni VP Sara. Sa kanyang pagbibitiw, wala namang naganap na pag-ako sa responsibilidad, o pagbabago ng mga prinsipyo at paninindigan. Paano naging oposisyon ang may pananagutang hanggang ngayon, sinisingil pa ng taumbayan?

Higit sa lahat: Taumbayan ang inuuna ng oposisyon. Hindi ang pagpapalawak at pagpapanatili sa kapangyarihan. Hindi ang pagtatanggol sa wanted na religious leader o pagpatay sa libu-libong Pilipino. Lalo namang hindi ang pagbubulag-bulagan sa pang-aapi sa ating mga mangingisda at pang-aagaw sa ating teritoryo ng mga dayuhan.

Ang nangyari kahapon ay pag-amin lamang sa matagal nang alam ng karamihan: na palabas lang ang "unity" ng "uniteam." Maniobra lamang ito noong panahon ng eleksiyon para makakuha ng suporta ng mga botante. At ngayon, malinaw na may nagaganap na namang bagong pagmamaniobra.

Sa panahon ng nagtataasang mga presyo, krisis sa edukasyon, at banta sa ating seguridad, tunay na paglilingkod at pangangalaga mula sa mga namumuno ang kailangan ng sambayanan. Nananawagan kami sa mga kinauukulan: unahin ang mga Pilipino, bago ang mga pansariling interes.
