As we prepare to celebrate America's 250th Birthday, I’m so proud of the dedicated National Guardsmen who continue to answer the call in our Nation’s Capital.
On June 6, 1944, thousands of young heroes stormed the beaches of Normandy under heavy fire. They fought for people they never knew, in lands they had not yet seen. They faced hell so the world could be free.
Their sacrifice will never be forgotten, may we always prove worthy of it.

In Normandy’s deadly hedgerows, New Jersey National Guard Sgt. Curtis G. Culin welded scrap steel into the “Rhino” hedge-cutter. This simple idea allowed Sherman tanks to blast straight through the thick bocage instead of stalling on top, an innovative fix that helped break the stalemate and speed the Allied advance into France.
That same spirit of Citizen-Soldier and -Airman innovation lives on in our National Guard today.
On June 6, 1944, Virginia National Guard Soldiers with Company A, 116th Infantry Regiment from Bedford stormed Omaha Beach. In minutes, this small town lost 19 of its finest sons—the highest per capita loss of any American community on that fateful day.
Their courage, and that of their fellow American & Allied service members, helped turn the tide of history. We will never forget their sacrifice. 🇺🇸
Honored to join @NGB_SEA Raines on a strategic visit across the Baltic region with Maj. Gen. Janeen Birckhead, Maryland’s Adjutant General (Estonia’s partner); Maj. Gen. Paul Rogers, Michigan’s Adjutant General (Latvia’s partner); and Maj. Gen. Michael Wegscheider, Pennsylvania’s Deputy Adjutant General – Army (Lithuania’s partner).
We met with senior defense leaders in each nation to advance these partnerships. Since the State Partnership Program’s founding in 1993 — with the Baltics as its birthplace — these enduring relationships have served as models for the entire program.
From joint combat deployments, to building cyber capacity, aviation advising, joint exercises and warrior competitions, our National Guardsmen have conducted thousands of engagements with partner forces to strengthen interoperability, build readiness and enhance deterrence. Our Baltic partners’ steadfast commitment to collective defense and NATO burden-sharing continues to reinforce this vital transatlantic bond.

Yesterday, Gen. Thomas Carden, vice chief of the National Guard Bureau, delivered remarks at the Memorial Day Parade in our Nation’s capital. As he said, Memorial Day is a humbling occasion that finds many of us struggling to find the right words to honor sacrifice that’s hard to even comprehend. As we approach Memorial Day, we pause to honor the quiet courage of the men & women who gave their last full measure of devotion for our Nation. Gen. Thomas Carden, vice chief of the National Guard Bureau, recently visited mission-critical teams in Connecticut to witness the power of Joint Force integration.
At Cyber Yankee 2026, more than 370 participants representing 10 National Guard units, six military branches, eight State Partnership Program partner nations, & numerous government & industry partners trained together to strengthen cyber readiness and defense of critical infrastructure. The exercise showcased the importance of collaboration across military, civilian, interagency & international partners.
Gen. Carden also met with the 928th Military Working Dog Detachment, the only reserve-component military working dog unit in the U.S. military, and the Aviation Classification Repair Activity Depot, one of only four facilities in the Nation responsible for sustaining and maintaining aviation readiness across the force.
