It recommended more exploratory boreholes and a standing committee with GSI experts.

THDC India is the project owner. HCC is the construction contractor.

THDC is a central PSU. Uttarakhand has a state government. Himalayan tunnelling is contracted across both, by everyone.

The question is whether a 2023 safety report changed anything by 2026.

We will pull the documents once the rescue is over.
