During an interview between Mehdi Hasan and former President Ranil Wickremesinghe, Frances Harrison — Director of the International Truth and Justice Project — stated that “Sri Lanka basically raided [...] the Employees Provident Fund 💰 in order to do domestic debt restructure. [...] Should you not have taxed private bond holders, banks 🏦 and so on? You got Sri Lanka out of debt by doing it on the back of the poor 😞.”

In response, the former president claimed that “in the case of EPF, what we dealt was the maturity extensions so not a single person has lost a cent in that.”

There are three methods used to restructure debt:
(i) nominal reduction of the maturity value (face value),
(ii) interest rate (coupon) reduction 📉, and
(iii) maturity extension (reprofiling) ⏳.

Wickremesinghe claims that the EPF was only subject to reprofiling, and members’ savings remained unaffected.
However, he is wrong on two counts ❌ –

First, data shows that the bonds’ weighted average coupon rate dropped from 12.1% to 9.7% 📊, showing that the restructuring was not limited to maturity extension.

Second, reprofiling can reduce returns if bonds were bought below face value (below par). When purchased at par, the return equals the coupon rate, but if bought below par, delaying maturity lowers the effective return 📉.

Since the restructured bonds were sold below par in government auctions, where the EPF was also a participant, reprofiling further reduced EPF members’ returns—compounding the loss from the interest rate (coupon) reduction.

Therefore, we classify the former president’s claim as BLATANTLY FALSE 🚨.
