The Clearance Rate would be the % of crimes reported that were prosecuted.

Murders are a type of homicide and will be counted as such –not just a mortality– regardless of whether or not anyone was ever charged or convicted of the crime.

If a rate goes down year after year, it’s a declining rate. Even if it’s still higher than in was 4yrs prior. Crime isn’t “drastically increasing.” it did in 2020 & now it’s declining.
