The 2023 GENERAL APPROPRIATIONS ACT (GAA) can never be more clear in stating the funding category in both SENATE and HOUSE - the line item says CONFIDENTIAL, INTELLIGENCE and EXTRAORDINARY EXPENSES.

And the publication of the GAA in the OFFICIAL GAZETTE of the REPUBLIC of the PHILIPPINES makes it an official documentation.

Now that your multo about CONFIDENTIAL FUNDS has boomeranged, ngayon ang justification aka palusot nyo EXTRAORDINARY yan, hindi CONFIDENTIAL.

■ FEARMONGERING.

Remember noong sinara ang Boracay for 6 months? Critics said it was a precursor for Martial Law at ibinenta na raw ang Island sa mga Chinese? But it turned out false. It was fearmongering. Boracay made headlines worldwide as a rehabilitation model.

Remember noong na-declare ang Martial Law sa Mindanao? Manila pa-elites and Manila wokes went to the street to oppose a policy they don't fully understand because hindi naman sila ang taga-Mindanao. Many Mindanao people enjoyed the policy, including my Mindano-based relatives.

Remember noong pinirmahan ni Duterte ang Free College bill? Fearmongers said na wala tayong pondo to sustain that. Now I have friends and relatives studying sa State U ng Social Work, Medicine, at Law FOR FREE. Manila wokes and obstructionists of progress were just fearmongering.

Remember iyong Maharlika Fund? Ano-anong mga fearmongering tactics ang nababasa niyo ngayon?

■ We have this toxic Pinoy mindset na kapag may nag-NO or may nag-oppose sa isang policy, siya na agad ang sinasabi nating "tumindig" or "hero-tagapagtanggol."

Let's remember that regardless if you voted yes or no, lahat iyan tumindig sa mga pinaglalaban nila. Ang pagsabi ng YES is also a form of paninindigan.

Also, saying NO amidst the people who said YES doesn't necessarily mean that the one who said NO was right. The politics of policymaking in a democracy is not about who is right or wrong; it's always for the greater good with regulations, not liberalization. Iyong regulation na part represents the sentiments of those who said NO. All voices were still considered sa policymaking regardless kung NO or YES ang boto mo. Hindi porque nag-NO ka ay oppressed ka na or ikaw lang ang tumitindig.

Naniniwala akong may mga valid points ang ibang criticisms sa Maharlika Fund, but such criticisms don't necessarily make them the absolute right and vice versa.

Lahat ng laws and policies ay ALWAYS subject to abuse and weaponization. Lahat may disadvantages.

However, like taking a medicine, merun laging side effect iyan; but we still take the medicine regardless of the side effects, right?

Ang point ko rito, it's very immature to use "fear of corruption" or "hinala" to invalidate this law. As I said, every aspect of humanity from personal to international level are always ripe for corruption. Even iyong pagiging late mo sa pagpasok ng trabaho and overbreak na hindi nabawas sa sahod mo is also a form of corruption.

While our criticisms and fear are always valid, may mga valid points din ang presence ng Maharlika Fund. Nanalo ang YES through a democratic legislative process—because these Senators were voted by the people, hence a representation of the people in the Senate. To blame the people why they voted for these people just because you disagree with them is an insult to the rights of suffrage of the people in a democracy. Risa H represents those who disagree, but it doesn't mean her disagreement represents the majority.

This is my balanced view. Walang mali kay Risa na nag-say ng NO at wala ring mali sa mga Senators na nag-vote ng YES.

Ang mali sa atin is iyong interpretation ng iba na kung sino ang nag-oppose ay siya ang "lumalaban" sa korapsyon. Walang ganun. Saying NO can also be a form of corruption if qualified, kasi it can also be a way to obstruct social justice kung mapatunayan ang intention. ☺️

■ Kuya, kung ikaw ang mag-allege na nakaw, ikaw ang magpapatunay at magbibigay ng proof. Bakit mo tinatanong sa akin kung saan galing? PCGG nga hindi nila mapatunayan, bakit ako? Ako ay nagtatanong din gaya mo at naghahanap ng actual criminal court conviction ng pagnanakaw sa kaban ng Bayan.

Baka may evidence ka diyan. Baka ikaw na lang ang hinihintay ng PCGG para magkaroon sila ng kaso sa pagnanakaw. Bilisan mo at buhay pa si Imelda, para maipakulong mo pa siya.

EDZPLANATION: Magkaiba ang unexplained wealth sa nakaw per RA 1379 context.

Per RA 1379, if you can not explain, it becomes "presumed ill-gotten" since prima facie lang ang needed na evidence. Hindi convicted nakaw, it's "presumed" ill-gotten.

Now, if gusto mong ipilit na nakaw, ikaw ang magbibigay ng evidence via a criminal proceeding. It's tried in a different case.

Ang nakaw crime needs proof beyond reasonable doubt, not prima facie.

Eto naman iyong one-liner slogan ko:

"Kung may ninakaw, bakit walang final and executory criminal conviction ng pagnanakaw?"
