If the service the dog provides requires them to be off lead, then the dog may be walked off lead. The handler is legal responsible for the dog's behavior when off lead, however.

@JohnFromCranber Stupid argument. My family never owned slaves, and the VAST majority of white people did not. You are lumping all white people into the same slave owner category. That is racist. What are you going to do about the black people that owned white slaves? Where are my reparations?
