President @officialABAT presented the 2026 budget of N58.47 trillion to a joint session of the National Assembly today.
To fund this budget, FG projects a total revenue of N34.33 trillion, and a deficit of N23.85 trillion.
📌 The budget is anchored on an oil production of 1.84 million barrels per day, an oil price benchmark of $64.85 per barrel, and an exchange rate of N1,400/$.
The proposed expenditure includes:
📌 Capital Expenditure: 25.68tn
📌 Debt Servicing : 15.52tn
📌 Personnel Costs: 10.75tn
📌 Statutory Transfers: 4.1tn
📌 Overhead Costs 2.22tn

Where do states stand on funding capital development?
Anambra, Akwa Ibom, Ebonyi, Abia, and Bayelsa are the top performers on Index B, showing they have more fiscal capacity to invest in essential infrastructure after taking care of salaries, overheads, and debt obligations.
But states such as Ekiti, Benue, Plateau, Ogun, and Cross River face tighter finances — meaning less room to execute capital projects that improve the quality of life for citizens.

How well is your state growing its own revenue and reducing dependence on FAAC?
Leading this year’s ranking are Enugu, Bayelsa, Abia, Osun, and Kano — states that have grown their IGR year-on-year and are progressively cutting back on reliance on federation transfers.
In the middle of the index are 25 states that, while not fully dependent on federal transfers, still fall short of generating enough revenue to fund their budgets independently.
At the bottom are Benue, Bauchi, Ebonyi, Yobe, and Kebbi, where low or negative IGR growth keeps them heavily reliant on federal funding to sustain their economies.

Between 2015 and 2024, many states recorded significant jumps in FAAC allocations.
Oyo had the highest increase at 785.79%, Delta, Niger, Ekiti, and Gombe recorded above 640%.
7 states—Anambra, Edo, Bayelsa, Borno, Abia, Cross River, Kaduna, and Enugu—had between 500% and 600% increases, while 14 states had above 400% but below 500% growth.
But Kebbi, Kogi, Ebonyi, Ogun and Imo saw the lowest growth—below 250%.
