A handful of tunnels don't break the national bank. Literally millions would. Even at like 1% a country's budget, that means as few as 100 would run it out without any other projects.

They can fill with smoke, flood, facilitate the spread of fire, spring leaks, hold pockets of fumes, collapse, amplify incoming winds, generate noise, inhibit emergency service access... Need I go on?

While tunnels exist in a lot of cities, there's a difference between having tunnels and having EVERY road be a tunnel...! Most tunnels are also used for trains, because you can have more ppl on fewer vehicles.
