Outer doesn't support single column blog layout, I'll surely help you get a refund.
If you later wish to use Skinny which does support single column blog layout, you can purchase it.

Yes, you can change the products per row and rows per page via WooCommerce options at Customizer.

Since we follow the WooCommerce layout standards, so as long as Woo supports it the row/column layout as said above should work fine.
