They did not need to install private physical servers in individual houses because the devices themselves act as portable endpoints for the state's centralised servers… then, Government IT teams rapidly re-engineered their servers to handle the strain, massive scaling their corporate VPN capability. This allowed every single person in the state machine to plug their official laptop into their home Wi-Fi, click a button, and completely tunnel their traffic back into secure, centralized government servers.
