You are completely wrong on almost all fronts. The NFF does get intervention funds when needed, but the majority of their funding is budgetary through the NSC.
Second, you are totally wrong about the NFF being an agency under FIFA. It is right there in the name - “Federation of International Football Associations”. FIFA is a federation of member associations, with each member being independent.

I spoke to a senior NSC official and here is the state of play. The NFF elections have not been suspended yet. The NSC however, have made plans to do so and set up a normalization committee. They're apparently waiting on a sign-off from President @officialABAT
The NFF, on their part, are fighting back, and are ready to get FIFA involved.
My sources say the NFF consider these calls for them to step aside as a political witch-hunt and are ready to fight it all the way

I have just been informed by a top @NatSportsComm official that @thenff President @IbrahimMusaGus1 and board have resigned. I have tried to reach Gusau for confirmation. Haven’t heard back from him yet.
The NSC official says it is the first step towards restructuring the NFF.
All will be clearer by end of the day today.

The issue with a FIFA suspension is that, no matter how long it lasts -one day or 10 years - when the ban is eventually lifted, there will have to be a return to status quo. That means whatever NFF leadership was in place at the time of the suspension, would have to return, see out their tenure and conduct elections
