什么叫偏哨，就是单纯拿出每一个判罚似乎都没有问题。但是把所有判罚拿出来看，一方的可判可不判的球都没判，而另一方可判可不判的球全判了。这种偏哨或许不会在一两个哨子上改变比赛，但实实在在是提供控制比赛犯规松紧度，让一方慢慢处于有利位置。

Caceres deserved a straight red and two yellows. How is it possible that the main referee isn’t being advised by his assistants? The punch to the face clearly happened right in front of his eyes.

With his indifference, referee Tantashev put the players in serious danger — they could have suffered major injuries because of him.
