I think people don't remember that Kojima is extremely old-school where intensive pre-pro was an absolute necessity.
Of course it's always better if you can just rapidly prototype with an engine and proper code in place, but let's remember that this guy has been doing his thing since the MSX days and probably hasn't changed his workflow all that much.
And he's been rather consistent that way. Look at this old Metal Gear Solid Trailer from August 1996 where they showed off this Tech Demo for MGS:

This clearly didn't run on a PS1 since it had bilinear filtering, proper shadow maps and all kinds of things that a PlayStation 1 clearly wasn't capable of. And yet, just a year and a half later he shipped MGS on the PS1 and it worked.
If I'd have to guess, he probably sets it all up with whatever tools are available to him (like building levels with LEGO like he did on MGS) and once his Tech Team is ready, he probably deploys a large team that make it all come to life based on what he's been screwing around with in years prior.
Is that ideal? No, no sane designer or developer would want to work this way these days. But if that's what you've been doing successfully for the last 40 years, you probably just stick with what's always worked for you.
I'm guessing that's why he also dabbled around so much with video editing, etc., cause that's another tool he can use to show his team what he wants them to achieve.
All of these internet experts that are now trying to trash Kojima because he accepted an Xbox deal after Sony dropped him really need to get their head checked.
How has it become acceptable that all these folks that likely never achieved much themselves in their lives think it's okay to trash a man's reputation? 🤔

@VitoComedy He defended Veilguard when it was released, then apparently had a come to Jesus moment 3 months later when he wrote about how it was a disaster.
Now hes saying Kojima and Sony were negotiating for months before canceling, despite Kojima himself saying no
@VitoComedy@SmashJT How can you be over budget when the game is basically just an idea at this point. Think Vito, they probably only had a handful of artists and a programmer.
