Laura Silsby (later Laura Silsby Gayler) was an Idaho businesswoman and Baptist church member who founded New Life Children’s Refuge (NLCR) in November 2009. In late January 2010, shortly after Haiti’s devastating earthquake, she led a group of 10 American missionaries who tried to take 33 Haitian children across the border into the Dominican Republic without proper authorization. The episode became an international incident involving kidnapping charges, questions about child trafficking, and a clash between disaster-relief impulses and Haitian law.

Silsby, then about 40, lived in the Boise/Meridian area. She was a divorced mother who had co-founded Personal Shopper, an online personal-shopping company, in 1999. The business later generated multiple civil lawsuits and wage claims; Idaho labor officials found tens of thousands of dollars owed to employees, and her Meridian house was foreclosed in late 2009—the same address she used to register NLCR. She also had a record of traffic citations and other civil disputes.

The group flew to the Dominican Republic on January 22, entered Haiti a few days later, and began collecting children. On January 26 they were stopped while trying to move about 40 children and turned back for lack of papers. They continued gathering children, many from the village of Calebasse (Callebas) and a Port-au-Prince slum. On the night of January 29 they were arrested at the Haiti–Dominican Republic border with 33 children on a bus. They had no Haitian government authorization to remove the children.

Investigations quickly showed that none of the 33 children were orphans. All had at least one living parent. Many parents in Calebasse had handed their children over after receiving flyers and promises of schooling, food, soccer fields, and the chance to visit. Some children later said they thought they were going to camp or boarding school.

The 10 Americans were charged with kidnapping and criminal association. Eight were released on February 17 after a judge concluded the parents had given the children voluntarily. Coulter was released March 8. Silsby, as organizer, remained in custody. Kidnapping charges were dropped; she was tried in May on the lesser charge of “arranging irregular travel” under a 1980 law from the Duvalier era. Prosecutors argued she knew she lacked authorization. On May 17 she was convicted and sentenced to time served (about three months and eight days). She flew home that day. A Haitian judge publicly stated that Silsby had misled the other missionaries by telling them she had the necessary documents.
