Only 22 states require background checks for some private sales, only 19 of those require one for ALL purchases. This isnt an AZ issue, its a FEDERAL LAW issue.

@ABC Completely ridiculous charging the parents and NOT the driver. It's not like it was a 2 year old wandering in a diaper while the parents were OD-ing! The Dad was even on the phone with the older boy so this hardly seems neglectful in my opinion. Only the driver should be charged.
