There's an easy fix. Every year, calculate 2% of your personal wealth (don't forget to include your stake in Goalhanger).

Voluntarily pay that money to the HMRC.

What's that? You complain you don't have 2% of your wealth lying around in cash, I'd need to sell stuff to pay it... and if you did sell it would destroy the value of what you own because buyers would know you're a forced seller?
