Cheating usually employs the use of outside factors, like Weevil slipping a card in Joey's deck, or Mai spritzing her cards.

as it's had a much stronger focus on worldbuilding and the lore, which then unfortunately leaves the Strawhats and their personal connection to everything happening in the dust, again, outside of Luffy himself -- because he's destined to be connected to this via Nika.
I think an important distinction to make is that most of the pre-timeskip villains are so beloved because of their actions within the story itself and how it personally affected the Strawhats.
Oda (and the audience) have become too reliant on backstories to flesh them out...
were more antagonists for the world and side characters themselves, while villains like Rob Lucci, Kuro, Arlong, Wapol, etc. you can say acted as a personal obstacle for a particular Strawhat.
This is really a testament to show how much One Piece has changed over the years...
