On June 24th, CRES Forum hosted the fifth and final CRES Academy session of 2026: "Energy Policy and Capital Markets: What Policy Certainty Means for Research, Development and Innovation."
The event brought together energy financers, investors and policy experts to give Hill staff an inside look at how decisions made on Capitol Hill translate directly into financing outcomes.
Owen Rosenberg, LA to @RepGarbarino kicked off the event, offering perspective on the energy legislation currently before Congress.
Dylan Frost, Senior VP at Phronesis DC followed by moderating a panel w/ @JennifervonBis, Co-Founder & CEO of Galway Sustainable Capital, @hasannazar, Head of Policy at @CruxClimate and @PatVSonti, Managing Director of Advisory and Private Markets at @arcstone. The panelists made one thing very clear: policy uncertainty, not lack of capital, is the primary obstacle to energy deployment.
This is what bipartisan looks like in practice. At last year's NCEW VIP dinner, @RepWesterman (R-Ark.) and @RepGolden (D-Maine) sat down together to talk about permitting reform. More conversations like this are coming in September!

CRES Forum today published a white paper “Crossing the Innovation Valley of Death: Federal Policy for American Energy Dominance,” authored by Michael Yancey, Director of Congressional Policy at CRES Forum. The paper examines the structural barriers preventing American energy technologies from reaching commercial scale, and what Congress can do about it.
