Featured pity is at 100, no guarantee, and 50-50 till you hit 100, like endfield but 100 pulls and no old limited

@Yaniversety i have no complaints with 3.0 in term of content, i was able to finish everything within 1 week and half even tho there was almost 2 more weeks of absolutely nothing in term of new content, but part 2 of 3.0 was just the main story+side quests + 1 daily boring event, that sucks
