An honor to return for my third Indo-Pacific Chiefs of Defense Conference in Victoria and to chair the closed-door US-ASEAN multilateral. This year, the conference was co-hosted by @USPACOM and the @CanadianForces. @Dan_Caine, US Chairman of the Joint Chiefs of Staff (@thejointstaff), and @DavidMcGuinty, Canada's Minister of National Defence (@NationalDefence), also addressed the gathering.

A significant development was the first in-person meeting between General Yang Zhibin, Commander of China’s Eastern Theater Command, and Admiral Samuel Paparo, Commander of US Pacific Command. In 2024, the year I first participated and delivered the opening keynote, China sent its Southern Theater Commander; in 2025, the PLA had no high-level representation. The Eastern Theater Commander's participation matters because his command is responsible for operations around Taiwan.
