In “De Legibus” (“On the Laws”), Cicero argues that inequality is not an injustice to be corrected, but a reality ordained by nature.

Justice, for him, is not the equal distribution of power or honor, but the proportionate distribution of each according to capacity.

Law does not exist to deny the harsh structure of life, but to impose form upon it.

Cicero wrote during an age of transition, as the Roman Republic passed through the crisis that would ultimately give way to the imperial system that succeeded it. His immediate concern was the republic, but the principle is broader: any political order collapses when it treats unequal men as equals.

Political order can endure only when differences of capacity are recognized as realities to be governed, rather than errors to be erased.

Nature does not endow all men alike. Political order survives only by imposing discipline upon that truth.
