I highly recommend “Biological War” by Annie Jacobsen which ironically enough just came out yesterday. It certainly gives a 30000 ft view of what governments around the world were reacting to and why they reacted the way they did. Turtles all the way down.

Question, if I may? Obviously after 9/11 there was a massive number of BSL-4 and BSL-3 labs coming online. In your opinion, why so many BSL3 labs in so many different countries?

I read/ listened to her last book about Nuclear War. As soon as it finished, I listened to it again. Pretty sure much of it is true, and am fairly confident the next one will be equally well researched. She is good.
