I had this happen to me. I forgot about the packet and eventually a govt worker showed up at my house. I asked them what I was legally required to answer and I gave "I refuse to respond" to the rest. It asks all sorts of stuff like meds you're on. FOH
i have participated in the census for decades
this is the first year i was selected for the American Community Survey (ACS). my response was required by law (Title 13, US Code, Sections 141, 193, and 221)
a census enumerator showed up at my house today (sunday) to demand i submit the survey online. it asks *hundreds* of detailed questions. it collected extremely private and detailed info about our family's income, employers, finances, expenses, computers, internet, cell phones, marriage, health care, home size, value, insurance, and questions about health and health insurance. it asked about ethnicity several times and answering "white" wasn't enough it required details about ethnic ancestry for each family member
what a profound overreach by the federal government it should be illegal to force people to answer these questions

"Code is law" people need to recognize a smart chain has at least 3 layers:
1. Contract code
2. Client/protocol code
3. Social consensus
"Code is law" people only talk about 1. But 3. is real and it always has been.
A genuine realization I made about over-active model refusal. It self reinforces with its own long-winded "no" messages. If you spam it with long paragraphs championing your cause it will sometimes change its mind.
