In a really dangerous situation when cops or other people are in real danger you shoot on the body, if there’s no time for any other option. But not in this case, the cops keep enough distance to act more proportionately. Pepper spray or taser could do

And cops (should) learn which body parts are suitable to non lethally stop an attack, including which parts of the leg or the body, depending on how close and dangerous the suspect is. The lower leg or shoulder if there is enough distance

In the US the many fire arms that everyone can have, are x sure a real risk. But this old confused woman was standing weak with a kitchen knife.
