Though Im not sure this clarifies, as gov stance seems to be all kids should be at an institution

My interpretation is that it could include home ed as an IEI. There is an amendment (p59)...

1. Grammatically correct
2. As clear as possible
3. Active if possible (optional)
4. As short as possible

Never make reader's life miserable. It is not reader's job to figure out what you mean. It is your (writer's) job
